Humanitarian Assistance
How it works
The Humanitarian Care Programme is aimed at meeting the basic needs of immigrants in situations of vulnerability due to physical deterioration and lack of social, family and economic support, who arrive on the Spanish coast or enter our country by land, through the cities of Ceuta and Melilla. In addition, it also provides for the development of urgent socio-health care services, reception, supply of material to cover basic needs, basic economic aid and transfers.
This programme is managed by the Directorate-General for Humanitarian Assistance and Social Inclusion of Immigration, within the State Secretariat for Migration, and is financed by its own resources through the General State Budgets.
The services included in the Humanitarian Assistance Program are:
- Reception service. It finances accommodation, maintenance and other basic care for the final beneficiaries. It includes, among others:
- Accommodation and maintenance
- Delivery of basic material for personal hygiene and hygiene, clothing, footwear and a medicine cabinet
- Basic health care
- Information, guidance, advice and social, civic, health and legal support
- Information on access to other public and private resources
- Psychological support
- Support in the restoration of family and social contact
- Assessment of personal circumstances and detection of vulnerabilities; and referral to specific care places according to the needs detected
- Language and literacy training
- Transfer service. It deals with the referral of the beneficiaries of the Humanitarian Assistance Programme to the entry and exit of resources, as well as between the reception facilities
- Service of attention to large cities. It makes available different resources with capacity to articulate care and overnight stay, previously enabled and with short time of stay
- Service of attention to coasts or by land route. Addresses humanitarian emergencies arising from the arrival of irregular migrants
- Social and health care service in Temporary Stay Centres for Immigrants (CETI). It includes information and social intervention, health care, psychological and legal care, translation and interpretation, training, leisure and free time.
In addition, it should be noted that there are other subservices that are also part of the Humanitarian Assistance Programme:
- Comprehensive reception service. It covers the basic needs of accommodation and maintenance and provides the beneficiaries with minimal social tools
- Reception service in Emergency Reception and Referral Centres (CAED). It is articulated as a structural and permanent emergency service
- Emergency reception service. Articulates emergency temporary arrangements on an extraordinary basis by strengthening the Humanitarian Assistance Programme in case of coastal arrivals and/or overcrowding of reception places
Beneficiary persons
Migrants in a situation of vulnerability due to physical or mental deterioration and lack of social support who meet the following requirements are considered beneficiaries of the actions included in the Humanitarian Assistance Programme, as well as of the reception resources provided for in it:
- Lack of resources to meet their needs and those of their family, because they do not have income or because they do not exceed those established for the program
- Having arrived in our country illegally, either through the Spanish coasts or by access to Ceuta and Melilla
The Humanitarian Assistance Programme also provides for extraordinary income for those who meet, inter alia, the following vulnerability criteria:
- People with disabilities
- Older people
- Pregnant women
- Women victims of gender-based violence
- Persons with minors in charge
- Potential victims of human trafficking
- People with serious illnesses or need for medical treatment
- People with mental disorders
- Victims of torture and serious forms of psychological, physical or sexual violence
Entities of the Humanitarian Assistance Program
According to Royal Decree 220/2022, of 29 March, which approves the Regulations of the reception system in the field of international protection, the management of humanitarian assistance programs of the Ministry of Inclusion, Social Security and Migration, is carried out through concerted action.
This new management mechanism aims to increase the efficiency of the operation of the Humanitarian Assistance Programme without excluding the flexibility needed to adapt to a dynamic context by nature. In recent years, the number of arrivals of migrants in need of assistance under the programme has steadily increased.
In addition, the Directorate-General for Humanitarian Assistance and the International Protection Reception System is the body responsible for planning and selecting the benefits, actions and services to be provided through concerted action for the management of the programme in question.
In this regard, it should be noted that the Program is carried out through 13 accredited entities and the services provided by them are established in the Resolution of 14 November 2022, of the General Directorate of Humanitarian Assistance and the International Protection Reception System, which establishes the planning of benefits, actions and services to be served within the humanitarian assistance program through concerted action for the 2023-2026 financial years.
