Functions
The management, administration and recognition of the right to benefits of the Special Social Security Regime for Seafarers, as well as the registration of companies, affiliation, dismissals and variation of data of workers attached to that Special Regime in collaboration with the General Treasury of Social Security.
Collaboration with the General Treasury of Social Security in the management of the contribution and the collection function in voluntary period in the maritime fishing sector.
The management of unemployment benefits for workers included in the Special Social Security Regime for Seafarers, as established in the third additional provision of Royal Decree 625/1985, of 2 April, implementing Law 31/1984, of 2 August, on unemployment protection.
The management of the benefits for cessation of activity of self-employed workers when they have covered the professional contingencies with the Social Institute of the Navy.
Health care for seafarers on board and abroad, using their own means such as the Medical Radio Centre, health and logistical support vessels, overseas care centres and others that can be established or by agreeing on the evacuation and repatriation of sick or injured workers.
Maritime health, which includes the provision of health information to seafarers, the carrying out of medical check-ups at sea, the inspection and control of on-board health facilities, the kits to be fitted to ships and any other preventive medicine and health training activities for seafarers entrusted to it.
Professional maritime and health training and the professional promotion of active seafarers.
The promotion of the welfare of seafarers on board and abroad; the social assistance of seafarers and their beneficiaries in situations of abandonment, shipwreck and other similar events; the management and recognition of assistance benefits in response to special situations arising from work at sea and the exemption of services that guarantee their assistance in cases of abandonment in national or foreign ports.
Cooperation with fishermen’s associations in the provision of services to seafarers and their beneficiaries within the scope of the competences of the Social Institute of the Navy.
The management of the health and logistical support vessels of the Social Institute of the Navy: Esperanza del Mar and Juan de la Cosa.
The management of care centres abroad, constituted as services of the General Administration of the State abroad.
The participation, promotion and development of programs and projects aimed at the adaptability of seafarers, promoting the labor diversification of their capacities.
The realization of studies, reports and proposals of normative projects or programs that affect the marine-fishing sector in terms of its competence.
The edition and distribution of unitary publications and/or specialized periodicals aimed at workers and companies in the marine-fishing sector.
In collaboration with the Ministry of Inclusion, Social Security and Migration, cooperation with international bodies with competence in matters related to the Social Security of seafarers or the problems of the marine-fishing sector, as well as participation in the negotiation and elaboration of international instruments that relate to workers in this sector.
The coordination and implementation of specific programmes and activities aimed at enhancing and increasing maritime safety and the safety of work at sea, as well as collaboration with other administrative bodies with competence in the marine-fisheries sector in this field.
