1. The performance of the functions of legal management of the Social Security system, elaborating and interpreting the rules and provisions that affect that system, unifying and dictating the normative criteria necessary for its effectiveness.
2. The study, report and, where appropriate, proposal of the rules governing the system of Social Security and special pensions, for the purposes of their coherence and compatibility.
3. The preparation, processing and, where appropriate, resolution of proposals for sanctions arising from infringements in the field of Social Security.
4. The processing of the procedure for the application of retirement age reducing coefficients.
5. The coordination of actions and the elaboration of proposals in order to integrate into Social Security the contingencies and benefits covered by Substitute Entities or excluded from it with respect to certain groups.
6. The monitoring and elaboration of normative proposals regarding the contingencies and benefits provided by the Alternative Entities.
7. The preparation of the preliminary draft social security budgets, in accordance with the social protection policy established by the Government, as well as establishing coordination with other departments on social security budgets.
8. The economic-budgetary management of current and capital transfers, as well as any other income in favor of the General Treasury of Social Security, within the credits of the service "Secretariat of State of Social Security and Pensions" integrated in the budget of the Ministry of Inclusion, Social Security and Migration.
9. Promote and quantify the contributions of the State budget required to protect the Social Security protection provided by the State in each financial year
10. The monitoring, coordination and financial adequacy of the management corresponding to the subsistence assistance pensions for invalidity and retirement regulated in Law 45/1960, of 21 July, creating certain National Funds for the social application of Tax and Savings.
11. Monitoring in the economic and budgetary order of the management entities, common services and Mutual Social Security Collaborators, as well as their Joint Centres, along with the reception, analysis, preparation and publication on the Internet of information relating to the economic benefits managed by the Mutual Social Security Collaborators.
12. The processing of budgetary modifications corresponding to Management Entities, Common Services and Mutual Collaborators with Social Security and its Joint Centers.
13. The management and follow-up of the FIPROS (Promotion of social protection research) programme.
14. The elaboration, publication and distribution of the Continuous Sample of Working Lives.
15. The study, analysis, follow-up and report on complementary social security instruments for their development, coherence and compatibility with the Social Security benefits system and the elaboration of normative proposals regarding the principles and systems of coordination between public and complementary pensions in the workplace.
16. Knowledge and evaluation of the management and economic and financial situation of the Mutual Societies Collaborating with Social Security and their Joint Centres, formulating the relevant initiatives and proposals or adopting the measures that legally correspond in the cases of deficiencies or imbalances highlighted.
17. The direction and guardianship of the management of the mutual collaborators with the Social Security and the collaborating companies, corresponding to the adoption of all those resolutions whose competence is not expressly attributed to the Secretary of State for Social Security and Pensions by the applicable regulations.
18. The management of occupational risk prevention through social security contributions.
19. The preparation of the economic-financial and management report of the Mutual Societies Collaborating with Social Security and the reports corresponding to the Collaborating Entities in the management of Social Security.
20. The elaboration, processing and, where appropriate, resolution of the allocation of reducing coefficients of the work carried out in mining companies, as well as the establishment, on an annual basis, of the normalized bases of quotation of the Coal Mining.
21. The development, elaboration and coordination of the economic-financial functions of the Social Security that correspond to the Ministry of Inclusion, Social Security and Migration, carrying out its planning along with the projections of income and expenses of the Social Security system, and carrying out the economic-financial studies for the achievement of the planned objectives, as well as the preparation of the mandatory reports for the Permanent Commission for Monitoring and Evaluation of the Agreements of the Toledo Pact and for the Independent Authority of Fiscal Responsibility, without prejudice to the competences held by the managing entities and the common services of the Social Security in the preparation of the respective databases and the
22. Preparation of the economic report and budgetary impact of each of the provisions that have an impact on the resources or expenses of the Social Security system; preparation of the Economic and Financial Report to the Social Security Budgets.
23. The methodological design, development, maintenance, supervision and exploitation of the statistical system of Social Security and its indicators, as well as the coordination of all study and research activities, without prejudice to the competences attributed, in the area of statistics-accounting, to the General Intervention of Social Security, to the management entities and to the common services of Social Security.
24. The participation, development and coordination of Social Security activities related to the international sphere, both in the working groups of the Social Protection Committee of the European Commission and the Organisation for Economic Cooperation and Development, and in the preparation of the reports required by various international bodies or arising from Spain’s membership of those bodies, without prejudice to the competences of the Technical General Secretariat and in coordination with it.
25. The reception and analysis of documentation related to occupational diseases and their statistical exploitation; the administration of the CEPROSS system (Communication of occupational diseases of Social Security), the databases of professional contingencies and the PANOTRATSS system (Non-traumatic pathologies of work accidents of the Social Security system).
26. The establishment of functional requirements for the computerized processing and databases of Social Security for professional contingencies, without prejudice to the competences held by the management entities and the common services of Social Security as holders of the files and databases of Social Security.
27. The preparation of the statistical and economic databases and reports required for the application of retirement age reduction coefficients and other measures in the field of Social Security, without prejudice to the competences held by the management entities and the common services of Social Security as holders of the files and databases of Social Security.
28. The competences in relation to the recognition, management and proposal of payments of benefits, indemnities, aid and advances whose competence is attributed to this Directorate General, as well as the processing, proposal and, where appropriate, resolution of claims and appeals filed against those acts that, in the field of pensions, aid or indemnities, are within its competence.
29. Acting as the Secretariat of the Promotion and Monitoring Commission of open public employment pension funds, exercising the functions attributed to it by law.
30. Assist the Promotion and Follow-up Commission of public employment pension funds opened in the exercise of the functions attributed to it by the legislation.
31. Carry out the preparatory actions and promote the recruitment files necessary for compliance with the current legislation on open public employment pension funds.
32. To cooperate with the General Directorate of Insurance and Pension Funds, attached to the Ministry of Economic Affairs and Digital Transformation through the State Secretariat for Economic Affairs and Enterprise Support, in the exercise of its functions as supervisory authority for pension plans and funds in the area of public promotion employment pension funds.
